I assume this is a game which runs in MS-DOS mode.
In Windows 95, the operating system handles the CD-ROM using built-in drivers. When you switch to MS-DOS mode, a driver for the CD-ROM needs to be loaded in the Config.sys file and mscdex.exe needs to load in the Autoexec.bat file.
The driver for the CD-ROM probably exists on your machine. If you examine the config.sys file, you'll probably find a line referencing a driver (usually says CD somewhere and usually ends in .sys) that has REM in front of it or is preceded by a semi-colon.
Restoring that line by removing REM or the semi-colon will allow the MS-DOS driver to load when you go to DOS.
If these instructions are beyond your capabilities -- and they should be for most Windows 95 users -- you need to get with a competent installer/technician locally.
Unfortunately, it's not possible to answer each question starting at square one.
Finally, if the MS-DOS driver for your CD-ROM is not found or missing, you'll need to contact the PC vendor or the CD-ROM manufacturer. Most vendors and makers have websites which provide the latest drivers.
