First of all, it sounds fixable.

Secondly, it sounds like a monitor problem. When a monitor is working properly but not getting a proper signal from the PC, the indicator light comes on and flashes on and off, usually in green. (In contrast, a monitor that has "gone in to the sleep mode" has a steady yellow indicator.

It's not unusual for a power failure to create a surge which can damage the circuitry of whatever is plugged in at the time of the failure. (That's why surge protectors are such a good idea.) It's not likely that the picture tube was damaged, so you're probably looking at a $75-150 repair.

A good rule of thumb would be to have the relatively new monitor repaired if the estimate is less than half the cost of a replacement. Remember, computer equipment gets better and better every year, and cheaper too.
