Continous noises are almost always coming from the fan not the hard drive. Occasional "grinding" sounds are usually the hard drive and can be ignored if infrequent.

Most PCs can be easily serviced by any local repair shop. You won't get "warranty" service, of course, but you can get competent service unless the maker took a great many "shortcuts'.
