A program -- probably a dial-up communication application, such as Microsoft Network -- was removed by brute force deletion instead of by using an uninstaller. The call to the program remains in either the SYSTEM.INI file or in the Windows Registry or probably in both.
From Start select RUN, enter SYSEDIT and click OK. Use the System editor to search the SYSTEM.INI file for the files mentioned. Put a semicolon at the beginning of each such line. Also look for calls to the program in the WIN.INI file and do the same for them.
Look in the Windows Startup group to see if such a deleted program is being called up.
If the problem persists, the call to the non-existent program may be in the Windows Registry. This shouldn't be edited by a layman. Get help or get an uninstallation program, such as Cybermedia's Uninstaller, which can help you do this safely.
