The message you're getting means that the hard drive has no operating system installed. (It doesn't if it was formatted, as you said.)
Windows 98 came with an install disk. Boot up on that and run SETUP.EXE from the CD-ROM. If you don't have the disk, you can get a copy from www.bootdisk.com.
