Subject: IE5.5 SP1 - web page refresh

I find that with Explorer I can't get the pages to refresh even after I've deleted the local cache. Netscape on the other hand reloads ok without having to delete the cache.
It's annoying enough for me but worse for users of the site who often don't get to see the latest changes. Is there (1) a way to get IE to refresh properly and/or (2) a way to force my web pages to refresh hen there is a change?
I'd be extremely grateful for a solution. Thanks.
