In a very few machines, it is not possible. In most, you can switch primacy in Setup. (As the machine boots, before starting Windows, you'll probably see a message like "Hit DEL to enter Setup". Some machines use other keys. Some, like Compaq, have no message. You need to check the manual or maker's website for key or key-combination.)

If you can't switch primacy in Setup, remove the PCI card in Device Manager and physically. Reboot. Then re-install the PCI card. It should now be the secondary video.
