You can control where the system puts its temporary files with a statement in the autoexec.bat file.

From Start select Run and enter SYSEDIT then click OK. Edit the autoexec.bat file, which is the topmost file, to include these two lines:
SET TEMP=C:\TEMP
SET TMP=C:\TEMP

Then make a directory on the C-drive called TEMP and you should be out of trouble.
