Windows 3.1 does not have CD-ROM drivers of its own (like Windows 95 and later versions). It uses the DOS drivers. If you can access the drive in DOS, you should be able to access it in Windows.

If you're not seeing the drive in Windows File Manager, add a drive letter switch to the MSCDEX.EXE call in the AUTOEXEC.BAT. At the end of the line, add " /L:D" without the quotes, but including the space, where D is the letter you want assigned to the CD-ROM.
