It's a hardware problem, not software. Windows can only "recognize" what the BIOS tells it is found.
Try
1. Swapping the RAM boards. Be sure they're well seated in the sockets.2. Install only half the RAM. Then remove that and try the other half. If each half is recognized separately but both together aren't, the boards are incompatible. Boards of different speeds many not work together. Boards with and without parity may not work together. Fast Page mode and ECC boards may not work together either. In some machines, gold-tipped boards won't work with tin-tipped. Some machines are very forgiving of mismatches; others are quite tiresome!
3. If the boards are identical (from the same source and with the same chips), one is defective and you need to take that up with the manufacturer/seller.
