There's a lot of software out there that will provide for file transfer between two Windows PCs with modems. A good one is pcANYWHERE from Symantec

Did you know that Windows includes file sharing software called Direct Cable Connection, which will work with serial or parallel ports (and I think USB -- haven't tried it recently). In Control Panel, click on Add/Remove Programs, then Windows Setup, then Communcations.
