As the PC starts up it offers the option of entering Setup, usually by pressing the DEL key, or F1 or F11. Go into set up and look for the boot sequence setting. Tell it to boot first from the A-drive, then the C-drive. Then you'll be able to boot up on a Windows setup disk and preform the installation.
