Wise is the manufacturer of software used to install (and uninstall) other software. Apparently, an uninstallation didn't complete successfully.

From Start go to Run and execute MSCONFIG. Look in the the AUTOEXEC.BAT file, the WIN.INI file, and Startup for references to Wise or to the log file for the software that was being uninstalled. Delete the reference.

Also, from Start go to Programs then Startup and look there. Again, delete the reference if it's there.

If you're not out of the woods after these steps, the reference is buried in the System Registry. It would be best not play with that unless you're experienced.
