Subject: FAT 16 -> 32, (partition??) Win98

I have a gateway to fix for a friend, several months ago the system crashed and the gateway tech guided her through reformatting the hard drive and reinstalling win98. The error made was choosing fat16 instead of fat32. Her 15GB HD is therefore brim-full being limited to 2GB. A WIN98 book that came with the machine says to use the conversion tool that is listed under accessories. This from my understanding would create a partition.
I have done some other reading on the net and noted that it is not recommended to partition hard drives running win98. My personal preference would be to completely start over again, but backing up information on her machine is difficult since she does not have a Zip or CDRW. This makes the decision lean towards a partition. I know from experience that partitions have their uses, but in this scenario, I think it will only created more hassles.
What advice do you folks have?

Where can I obtain a complete set of instructions for starting the machine over again from scratch, given only having the recovery disc(s) that came with the lowsy cow in a box!
