There are at least two types of phenomena which could create a delay in starting -- a temperature problem (overheated component which must cool down before becoming functional again) and a storage or capacitance problem (capacitors are essentially short-term batteries). Either way, there isn't much you can do about it.
Get your PC to a competent shop, or better yet get Dell to service it. Just be careful to get an estimate. New PCs are very inexpensive. Service is not.
