I don't use Nutscape or Outgook Express myself but it soubds as if you may have misplaced or corrupted .DBX file(s), these are database files for OE. In Win98 there are 2 folders which normally reside in: \Windows\Application Data\Identities\{BIG LONG STRING OF NUMBERS}\Microsoft\Outlook Express.
Check these out. If the files are corrupted this is where they should be.
If they are not, have you tried a 'Find Files' search of your entire harddrive (including sub-directories) for *.dbx, as they may have been exported in error to an totally unrelated folder? If they have then you could copy them back to the correct OE folder
Alternatively, you could try these Email recovery programs
