We get the feeling there's a lot here you're not telling us.
Do you have the "second floppy"? Does your laptop have a hard drive? Why are you fooling around with DOS 3.3 when the last separate version of DOS was 6.22 and that was six years ago?
If by your second question you meant "How do I make a boot disk?", the answer is put a blank floppy in the diskette drive and execute FORMAT A: /S
Then copy the file SYS.COM from your DOS directory to the floppy. Put the floppy in the drive of the second laptop, start it -- it will boot up on the floppy -- and execute the command SYS:C which will make the hard drive of your second laptop bootable (assuming it has a hard drive).
