This is an entirely different set of "facts" than you gave before, so our answer is entirely different.
Remove the Soundblaster and the modem, physically and from Device Manager. In BIOS disable COM1. Install the modem physically and reset it if necessary to COM1 IRQ3. If it doesn't work, remove it, enable COM1 in BIOS and disable COM2. Reinstall the modem and set it to COM2 IRQ4. If it doesn't work, it's defective.
Once you "get past the modem" reinstall the Soundblaster.
