Windows 98 shut down problem was a issue
for me as well.
I found something today, and want to share with you.
when i disconnect network drive (i have one or two every time during work)manualy, problem is over.
I guess windows couldnt disconnect mapped network drive when shutting down.
I tested this for ten machines having this problem and succeed!Maybe will help you.
