Most Packard Bell (PB) PCs are purchased with PB monitors with attached speakers. The right-hand speaker has tone and volume controls on small thumbwheels. So you might want to check the volume control on the speaker.
The PB speakers are powered (amplified) by an ac adapter. If this comes unplugged from the wall outlet or goes bad, you'll experience muted sound. One way to see it the amplified speakers are behaving normally is to disconnect the lead to the sound card and plug it into the output jack of a Walkman or boombox. The sound should be loud (and possibly distorted).
The PB line of PCs uses sound cards and software from a variety of manufacturers, but most have an audio "rack" or "control panel" which will pop up instead of the simple volume control if you double-click on the speaker in the system tray. This mixer control has master volume and individual controls for wave, midi, CD, and line sources. Your problem might have to do with an individual source. (Some programs adjust wave sound volume and then don't reset it on exit.)
Finally, if you right-click on the speaker in your system tray and select Adjust Audio Properties, you can control the overall volume to your output and make sure the correct output device is selected (it should be the wave section of your sound card).
