You don't say so, but we're guessing that you get sound from your speakers from the system (when Windows opens or closes, when there are errors, when you get mail, etc.).
If that's the case. your sound card and speakers are working properly so the problem is either on the CD-ROM circuit board (unlikely in our experience) or in the cable which connects the board to the sound card (your "sound card" could be a daughterboard that plugs directly into or a part of the motherboard).
Our best guess: the cable is missing or not connected.
One other suggestion: Your sound control software probably includes a "mixer" which you should be able to access by double-clicking on the speaker icon in the system tray (you know, down by the time in the lower right-hand corner of your display). The mixer software will have volume controls explicitly for the CD-ROM. Check that.
A final thought. Some IBM's have external sound controls in an "operator's console". If you have one of these, check your controls.
