The message you're getting in simple English says "Re-install the software used to connect to the Internet". For example, if you use AT&T WorldNet, re-install their connection manager software. If the connection manager you used was pre-installed, as you imply, then the software is available on the Compaq System Recovery Disk, if one was supplied.
