My thanks to Ken who's last name I won't mention in case he doesn't want it mentioned in here. He provided me with info that helped me prove my problem. Snap On did call me back to say parts are available, but since a new encoder is nearly $400 (that's a whole kit because I have the old style encoder), and the PCB board which is likely the real problem is close to $1000 I won't be going that route.
I'm venturing a guess that the two IC's that get the input from the encorder might have fried, since just about every other test works I'm going to try to test their input and output lines. Snap On does not provide component level repair of these old boards, and I suspect no manufacturer ever did considering the value of a techs time. Thanks again Ken!
